E.S. Wagner Company serves as the prime Contractor on this project for the Indiana Department of Transportation. This is the third contract let by the State of Indiana in association with the reconstruction of U. S. Route 231 between Interstate I-64 at Dale, Indiana and the Ohio River at Rockport, Indiana.

The project consists of approximately 4.1 miles of relocated four lane highway, four bridges and an interchange with State Route 162.

The four bridges on this project required over 20,000 square feet of mechanically stabilized earth wall, 4000 linear feet of foundation piling, and 1660 cubic yards of structure concrete. The pavement is concrete which includes 36,845 squares yards of 10 inch and 186,670 square yards of 11 inch concrete.

From the roadway prospective, this is a massive grading and drainage project requiring 1.84 million cubic yards of embankment and 1.95 million cubic yards of excavation. E.S. Wagner will also install approximately 208,000 tons of aggregate bases, 36,500 ton of riprap ranging in size from 6 inch to 24 inch, 10,600 linear feet of storm drainage up to 128 inch in diameter and just over 20 miles of underdrains.

The major challenge on this project is staying on schedule. It was unknown at the beginning of the project that approximately 1.8 miles of the project had previously been strip-mined. There were large unconsolidated mine refuse piles, three ponds, and mine shafts located within the embankment areas and planed excavation. To fill the ponds, 46,800 cubic yards of cap rock was salvaged from the excavation and 55,000 cubic yards of mine spoil was excavated and re-compacted in the embankment areas. The min shafts had to be over excavated and filled.
