E.S. Wagner served as prime contractor on this project for the Norfolk Southern Corporation. The project consisted of the double tracking of 13.5 miles of Norfolk Southern Corporations active north-south rail corridor, connecting Sanduskys Port at Lake Erie to Columbus, Ohio. The location of this particular project was in the Attica/Flat Rock area of Seneca County, Ohio.

This project involved clearing, grading, drainage, and sub-ballast construction of the proposed railway widening. The major work consisted of fifty-one acres of clearing, 245,000 cubic yards of grading, 120,000 tons of sub-ballast and approximately 2,000 feet of culvert construction of various diameters. The project, adhering strictly to Norfolk Southerns and E.S. Wagners commitment to safety, started in November of 1999 and completed on schedule, December of 2000.
